Function of the Executive Body :-

The Executive Body of the Society shall consist of the following members:-

  • Secretary to Government, Forest & Environment Department.(who shall be the Chairman of the of the Executive Body of the Society)
  • Principal Chief Conservator of Forest, Orissa .
  • Chief Conservator of Forests ( PP & Affn)
  • Special Secretary to Govt. Forest &Environment Department
  • Chief Executive, Regional Plants Resource Center,
  • Director Horticulture,
  • Director, Indian Medicine &Homeopathy.
  • One representative of NGO to be nominated by Government.
  • Chief Executive Officer of the Board - Member Secretary.


1. Function of the Executive Body :
  • The Executive Body shall have powers to accord administrative approval to theproject proposals and review the progress periodically.
  • The Executive Body will exercise full powers for execution of works and award of contracts for fulfilling the objectives of the Society.
  • Without prejudice to the provisions cited above the Executive Body shall

  • (a) Prepare the budget of the Society and prepare Annual Plan of Operation and lay before Governing Body for approval..

    (b) Review the position relating to the income and expenditure of the society periodically and finalise the annual report and annual statement of accounts.

    ( c ) Constitute such committees as considered necessary from time to time, for effective execution of the programmes, schemes and projects,

    (d) The tenure of the nominated members shall be for two years only and (e) The Executive Body shall meet once in three months or more frequently if necessary. Ordinarily seven days notice shall be given before a meeting of the Executive Body. However, in case of urgency the meeting may be held at a shorter notice. The meeting of the Executive Body shall be presided over by the President of the Society or in his absence by any other member of the Executive Body as decided by the members present in the meeting. A minimum of five members shall form the quorum for the meeting of the Executive Body.

Powers and functions of President :-
  • The Chief Minister of Orissa shall be President of the Society.
  • The President shall have the overall power of supervision, direction and control over all affairs of the Society and the functioning of the office bearers.
  • The President may invite such persons other than the members of the Governing Body to the meetings of the Governing Body as he thinks proper for specialised input and ideas.


Chief Executive Officer
  • The Chief Executive Officer shall be appointed by the State Government.
  • The Chief Executive Officer of the SMPB shall be the member secretary of the society.
  • The Chief Executive Officer of the Society shall
  • act as the Chief functionary of the Society, represent the Society in all matters and sue and be sued on behalf of the Society.
  • convene the meeting of the Governing Body and record the minutes of the proceedings.
  • remain in overall charge of planning implementation and monitoring of all activities of the Society.
  • remain in overall charge of the assets records and documents of the Society.
  • remain in overall charge of the funds of the Society and open and operate the Society’s accounts in the Banks.

Discharge such other functions as may be assigned to him by the Governing Body
